BASIC FUNCTIONS
Directs the Goddard College Human Resources Department inclusive of benefits administration, compensation and payroll, compliance and reporting, recruitment and hiring, diversity initiatives and oversight labor relations and activities including representing the college in collective bargaining, employee support and development, and the operation and administration.
CHARACTERISTIC DUTIES AND & RESPONSIBILITIES
- Benefits Administration: Administer multi-state employee benefits package to ensure alignment with College finance and personnel policies and external requirements; review, monitor and develop benefits plan to best align the College’s ability to provide coverage in support of employees; communicate with plan carriers to address short-term plan administration issues and to inform long-term benefit planning.
- Compensation / Payroll: Oversee payroll and benefit deduction in HRIS working with HR and Business Office staff to optimize process; provide payroll processing support to staff; develop, review, evaluate and recommend classifications and salaries for new positions, perform periodic audits of specific departments to maintain job classifications, review and consult with staff managers in the writing and revision job descriptions for all staff and administrator positions; oversee issuance of employee letters of appointment. Manage bargaining unit processes in respect to new or revised bargaining job descriptions.
- Compliance / Reporting: Responsible for ensuring multi-jurisdictional compliance with Workers’ Compensation, ACA, ADA, FLMA, OSHA, Medicare, DOL, IRS, Immigration, Unemployment, Wage Garnishments, IPEDS, 5500, Non-Discrimination, COBRA, etc.; optimize use of HRIS to meet data objectives related to reporting for compliance as well as payroll and benefits administration purposes; coordinate information for external audits (payroll, 403b) and implement any needed operation changes to satisfy audit requirements; compile and write reports as needed for audiences including senior staff, unions, Board of Trustees, etc.; maintain and update as necessary the policies that comprise the Goddard College Employee Handbook.
- Recruitment / Hiring: Direct all aspects of employee recruitment and hiring including position development and approval, ad placement, recruitment and interview guidance, recruitment software, off Human Resources

- Develop, implement and monitor programs that promote diversity and foster an open and inclusive environment.
- Advise and partner with legal counsel, President, key College administrators, and union representatives in collective bargaining matters including contract negotiations, Labor/Management meetings, information request fulfillment, and grievance and arbitration; serve as primary contact for union servicing representatives.
- Develop and administer a staff performance evaluation system; facilitate resolution of workplace conflict by mediating disputes, including mediation between campus departments; convene and facilitate routine Staff Management Team meetings and coordinate biannual Staff Management Team trainings; serve as liaison to Staff Council and assist in the coordination of biannual all staff training sessions (inclusive of faculty as appropriate) with emphasis on fostering a diverse workplace.
- Track, report and assess crucial measures of activities and outcomes that relate to the operations of the HR function of the college and tie those operations through the measured activities and outcomes to relevant strategic initiatives.
- Serve as a member of the College’s contact for the operations team that reports to the faculty union, including leading union negotiations.
- Director of employment, onboarding, and orientation. Particular focus given to recruiting and retaining employees from underrepresented groups.
- Diversity/Inclusion: Develop, implement and monitor programs that promote diversity and foster an open and inclusive environment.

- HR Office Administration: Effectively manage, supervise and develop permanent and any temporary HR Office staff; develop, propose and administer the Human Resources department and Collective Bargaining Agreement budgets; be knowledgeable of and cross trained on all HR duties and information systems (ADP/HRIS, SIS) in order to competently provide back-up coverage.
- HR Tracking and Reporting: Track, report and assess crucial measures of activities and outcomes that relate to the operations of the HR function of the college and tie those operations through the measured activities and outcomes to relevant strategic initiatives.
- Advise the President’s senior staff team as directed.
- Stay abreast of developments in the field of human resources.
- General Supervision of the information technology and campus services departments
- Serve as a member of the College’s contact for the operations team that reports to the faculty union, including leading union negotiations.
Administrative:
- Effectively manage, supervise and develop permanent and any temporary HR staff
- Develop, propose and administer the Human Resources department budget; be knowledgeable of and cross trained on all HR and business office duties and information systems (ADP/HRIS) in order to competently provide back-up coverage.
- Serve as Legal Liaison for the President of the College.
Other:
- Work with others at the College to develop, manage, and review an on-going strategic plan and process, within the College’s educational mission.
- Other related duties as assigned.

QUALIFICATIONS
Bachelor’s degree in human resources (Master’s degree preferred) or PHR, SHRM-CP certification plus five to seven years’ experience as a Human Resource Generalist or a combination of education and experience from which comparable knowledge and skills are acquired. The ideal candidate will have experience working in a higher education setting
- Knowledge of personnel laws, practices, and systems.
- Knowledge and experience with employee benefits administration.
- Ability to balance a wide variety of responsibilities with need to be responsive to many individuals and groups with immediate need for information and assistance with personnel-related requests.
- Ability to work in a higher education environment to develop the representation and enhance the experiences of individuals drawn from populations representing diverse backgrounds and characteristics.
- Strong facilitation and training skills.
- Experience with mediation and conflict resolution.
- Experience with labor relations and collective bargaining.
- Excellent written and oral communication and training skills.
- Experience and skill with database administration, Microsoft Office software, and Google applications.
